For my “coney island” I had an old table cloth that was made out of some poly or something. . .I sprayed a washable fabric adhesive tot he top of it. Then sprinkled yarn ends over it. Then, using my sewing machine I randomly sewed over the yarnends to secure. them. Then I washed the piece. When it was dry I stretched it over a piece of styrefoam insulation that I had cut into the shape I wanted. Then attached the fabric to the foam with glue and staples. I used a crochet hook to crochet large stitches around the cones with a bulky yarn. To attache the cones to the fabric base I used a glue gun and glued the cones in position.
